2026联合国国际草原与牧民年的意义及展望

Significance and oultook of the International Year of Range-lands and Pastoralists of United Nations

摘要:

2022年3月15日,纽约联合国大会(United Nations General Assembly,UNGA)一致通过决议,宣布2026年为国际草原与牧民年(International Year of Rangelands and Pastoralists,IYRP)。国际草原与牧民年旨在提高全球范围内对健康草原与可持续草原畜牧业(pastoralism)效益贡献和知识创新方面的认识。同时,倡导加强畜牧管理部门的能力建设和执行力,并增加对这些相关部门和领域的投入,如退化草原恢复、牲畜健康和繁殖、改善土地管理、公平的市场准入、保健与教育服务和解决冲突等。其最终目标是促使草原和牧民在应对气候危机、减少贫困、生物多样性危机管理、发展可持续粮食系统以及帮助实现联合国可持续发展目标(Sustainable Development Goals,SDGs)的一系列政策制定中占有重要的一席之地。而国际草原与牧民年的作用正是帮助牧民和科学家在这些辩论中扩大草原和牧民的价值。这无疑对全球更好地理解和认识草原的巨大价值以及牧民对全球社会和生态系统的贡献具有里程碑的意义。因此,通过国际草原与牧民年期间的一系列活动,使全球认识到草原和牧民的生态、生产和生计价值与贡献并达成共识,以促进各国及其之间在科学研究、技术交流、行动方案和政策立法等方面加强协调与合作,助力国家、区域和全球草原畜牧业生产系统实现可持续发展。国际草原和牧民年将由联合国粮农组织牵头实施,蒙古国负责承办。

Abstract:

On 15 March 2022,the United Nations General Assembly (UNGA) in New York unanimously declared 2026 the International Year of Rangelands and Pastoralists (IYRP).The IYRP aims to raise awareness and fill the knowledge gaps globally about the considerable benefits provided by healthy rangelands and sustainable pastoralism.It also advocates for strengthening the capacity of the pastoral livestock sector and for increasing responsible investment in this sector,such as degraded rangeland restoration,livestock health and reproduction,improvement of land management,fair market access,health and education services and resolution to conflicts.The ultimate goal is to make rangelands and pastoralists prominent in debates on the development of policies around issues from tackling climate crises to reducing poverty,managing threats to biodiversity,developing sustainable food systems and helping to achieve the Sustainable Development Goals (SDGs).In these debates,the IYRP will help amplify the voices of pastoralists and scientists about the value of rangelands and pastoralism.This is undoubtedly a milestone for the world to better understand and recognize the great value of rangeland and the contribution of pastoralists to global societies and ecosystems.It recognizes that pastoralism is a dynamic and transformative livelihood linked to the diverse ecosystems,cultures,identities,traditional knowledge and historical experience of coexisting with nature.It affirms that healthy rangelands are vital for contributing to economic growth,resilient livelihoods and the sustainable development of pastoralism.In addition,it promotes the coordination and cooperation within and among countries in scientific research,technological exchanges,action plans and policy legislation which will help achieve coordinated development of national,regional and global pastoralism production systems.The IYRP will be facilitated by the Food and Agriculture Organization of the United Nations and hosted by Mongolia in 2026.
