农牧民补助奖励政策是新中国成立后,国家实施的政策性最足、资金量最大、受益者最多的草原保护建设与科学利用措施,体现了草原工作由“以物为本”向“以人为本”思想的转变,践行了发展为了人民、发展依靠人民、发展成果由人民共享的理念,取得了显著的生态、经济和社会效益,补奖政策还需延续和完善,以促进草原地区持续健康发展。

Abstract:

The subsidy and award policy for farmers and herdsmen is the most policy-based,funded,and beneficiary measures for grassland protection and scientific utilization since the founding of New China,which embodies the thought change of grassland management from material- oriented to people- oriented and practices the idea that development is for the people,depends on the people and development results should be shared by the people.It has achieved great ecological,economical,and social benefits since the implementation.For the aim of sustainable and healthy development of the grassland region,the policy should be extended and optimized in the future.
